Odesa is under threat of flooding again

Despite the fact that the Odesa community accepts the emergency Khadzhybey dam into municipal ownership, the city does not have money to repair and maintain it. This requires hundreds of millions of hryvnias.

This was announced by the mayor of Odesa, Gennadiy Trukhanov, at a meeting of the Odesa City Council on December 4.

The situation with the dam

According to the mayor, the city is preparing to take the structure on its balance sheet. Donors and partners are being sought for this. Gennadyi Trukhanov also emphasized that the road which runs along the dam is serviced by Ukravtodor, but the legal status of "what is under the road" is still uncertain.

"If the state does not declare its rights to the dam within a year, we will be forced to accept it into municipal ownership. And then tens and hundreds of millions of hryvnias are needed for the reconstruction of the dam," the mayor said.

What is known about the dam

The 7 km long dam, which separates the Khadzhybey estuary from the city, was built in 1932. Since then, it has never been completely repaired. Only minor strengthening work has been carried out. The structure is gradually collapsing. Since 2003, its condition has been assessed as emergency. According to experts, if the dam breaks, the entire Peresyp, the railway line, and more than fifty enterprises will be under water.

It should be reminded that in July, the Khadzhybey dam was transferred to municipal ownership. We also wrote that the tender for the repair of the structure was canceled due to a corruption scandal.
