Russian special services are looking for people who are willing to attend rallies in Odesa, Kyiv, Dnipro, and other regional centers for money. The goal is to create a "picture" for enemy propaganda.

This was reported by the Defence Intelligence of Ukraine.

Preparation of provocations

According to the GUR, anonymous Telegram accounts are trying to find "extras" for rallies aimed at discrediting Ukraine's military and political leadership and special services. Participants in such actions are offered money.

"Those who buy in are asked to take photos and videos of provocative actions to create a "picture" for the purpose of social polarization and creating tension within Ukraine," the statement said.

The GUR urges citizens not to participate in events harmful to national security.

Rallies during martial law

Martial law provides for the possibility of restricting the constitutional rights and freedoms of citizens, including the right to peaceful assembly. At the same time, there is no direct ban on meetings and rallies. This means that peaceful assemblies can only be banned by a court or a separate decision of the local military administration. The police can also stop a street rally if its participants violate public order.

As a reminder, several pro-Russian provocations have recently taken place on European Square in Odesa. To prevent their recurrence, a municipal guard post was set up there.
